We publish the parliamentary question written for the Minister of Education, University and Research Carrozza by our Vincenzo Giannico and the other representatives of the Unilab-Svoltastudenti council group in the National Council of University Students.
Honourable Minister Carrozza,
In order to make the most of the opportunity, we have elaborated, almost in the form of tweets, a three-point summary of the aspects on which we are focusing our activity as representatives.
Internationalization
In the Dl Education, interventions of various kinds are approved, but there is no mention of initiatives on the subject. The cultural, work and educational opportunities that international openness can bring to the Italian system are well known, but to date no important actions are taken on this front, with the exception of sporadic but courageous proposals such as that of the Politecnico di Milano. Here, Minister, as you know, the Council of State will shortly express its opinion on the judgment of the TAR that decides on the appeal of that proposal, and I ask you: why not intervene immediately, for example by emergency decree, to avoid creating a dangerous jurisprudential precedent that would throttle the prospects of internationalization? Let us remember: it would be based on the rule of a certainly dated Royal Decree of 1933. On Friday we will be together at the Polytechnic – students, Italians and non-Italians, hope for good news.
Last two brief hints:
- Within the scope of art. 34 of the Constitution, which establishes a real alliance between the Italian Republic and the "capable and deserving students, without means", a system has been created that considers the different cases to which the DSU must give an answer. I ask you:is the problem of situations in which divorces, foreign students and independent students are able to exploit the plots of the legislation to enjoy benefits that they would not need? The answer must come from the ministry, given thenon-existent autonomy of the universities on the subject,universities that instead know these situations well.
- Last thing: maturity bonus. A hope as well as a question: rather than try doubtful corrective statistical remedies of that number, from 60 to 100 laude, which claims to have informative value on the student who wants to continue his studies at the university, when will we think of our dated system of higher education, so different and far from other European models of comparability and quality of information in terms of exams and certifications?
